Pulling their CMSR (Compiled Military Service Records) would be one way to confirm. Generally speaking Libby Prison was an officers prison in Richmond, VA.

According to the Civil War Roster there was a Hiram F. Penland in the 19th Michigan Infantry and later the VRC. However this particular Penland was enlisted and the 19th MI had duty in the Western Theatre. While there were exceptions it is unlikely that this Hiram F. Penland spent time in Libby Prison.

The rest of the Penland's mentioned in your post could NOT be found on my search. Spelling has a lot to do with finding a soldier and just one letter in a name can ruin a search.

CMSR's can be purchased thru this site. If I were you I would entertain that idea.
