I would agree with you Michael there were many officers taken in the Western Theatre and ended up in Libby however these were the exceptions and NOT the majority. The officers of Streight's Raid were taken to Libby as an example. With the case of Hiram Penland if he was taken prisoner one could assume it was in March of 1863 when General Van Dorn captured thousands of prisoners. Almost all of the 19th Michigan was taken prisoner according to their regimental history. And we have to also assume that this is the same Hiram Penland that the poster was interested in. If it is and if he was enlisted than for that time period he may have been at Belle Island? According again to regimental history the 19th MI was exchanged at Camp Chase, Ohio in the summer of 1863. I also concur that a CMSR should be ordered.
