103rd Illinois Infantry deserters

My great great grandfather John Jefferson Harbison joined Co. A, 103rd Illinois Infantry from Fulton County, Illinois. The 'Report of The Adjutant General of The State of Illinois' Vol V p 618 lists him as John J Harrison and records him as 'deserted Jan 18, 1863'. The Illinois SOS website lists him as deserted Mar 10, 1863, also as 'John J Harrison'. NARA card gives his name as John J Harvison. He is listed on the July 1863 Draft Registration as Jefferson Harberson in Putman Twp, Fulton County, Il and under 'remarks' is written 'deserter'.
His brother-in-law Nathan L Day also joined and is listed also p 618 [Report of The Adjutant...] and the Illinois SOS site as a deserter, date given Mar 10, 1863, and is also on the July 1863 Draft Registration, Liverpool Twp., as a deserter. IN 1896 his pension application was rejected as he "had not been discharged from the military service" and was still listed as a deserter at large by the War Department. He claimed discharge at Jackson, Tn. Mar 9, 1863.
My questions are:
Where is the best place to research more information about these two individuals?
What happened to them after they deserted? Were they punished? How is it that they registered for the draft after they deserted?
