Since you have time I would write or call both and ask if they have the records your looking for.I started my research before computers and things still got done.The 103 IL.Inf. was part of the Army of Tennesse. Their Provost records I would think in NARA. Illinois had it's own Provost and Recruiting was at the state level.That would be at Springfield.The SOS site has a contact link in the upper right.
